Nic Stover is the CEO and founder of Polaris Energy Services where he and his team focus on energy management and utility energy programs for agriculture customers in California. Prior to founding Polaris
he served as CEO of agriculture solar leader CalCom Solar leading breakthrough efforts on meter aggregation and grounded mounted solar. Over his career Nic has worked with over 300 agricultural growers and water districts to manage their electrical use, get access to the very latest in utility incentives, and maximize their optimal utility rate.

Southern California Edison
Frank Yanes is an account manager in the Business Customer Division of Southern California Edison. He serves as a trusted energy and Edison advisor to customers in the government, institution, agricultural, and water segment. Out of the 50,000 square miles of Edison territory, Frank assists customers in the San Joaquin Valley region of our territory with a wide range of sizes and challenges. He has worked at Edison for the past 32 years and enjoys assisting customers in gaining efficiencies and finding ways to stretch their energy budget. He also has been certified as a Business Energy Professional by the Association of Energy Engineers. Frank is also serves as a Trustee for Kingsburg Charter Elementary School District.
Land Subsidence Specialist
California Water Science Center
Michelle Sneed is a hydrologist with the U.S. Geological Survey and has been with the California Water Science Center since 1994. She received her BS and MS degrees in geology from California State University, Sacramento, where she periodically teaches geology classes. She has published many studies of land subsidence related to fluid-pressure changes in areas throughout California and other areas in the Western U.S. She integrates various methods of land-surface elevation (and elevation change) measurement, including spirit leveling, Global Positioning System, extensometry, and Interferometric Synthetic Aperture Radar (InSAR) techniques, to leverage the diverse spatial and temporal scales of the datasets. Recent studies in the San Joaquin and Coachella Valleys explore the impact of subsidence on water-conveyance infrastructure, and have been featured in the news media. She is a member of AGU, GRAC, NGWA, and the UNESCO Working Group on Land Subsidence, the recognized leader in promoting global land subsidence studies.
Chief, Business Technical Division
U.S. Army Corps of Engineers South Pacific Division
Mr. Moreno currently serves as the Chief of Business Technical Division (BTD) for the South Pacific Division (SPD), U.S. Army Corps of Engineers (USACE). Established in 1888, the South Pacific Division comprises one-fifth of the United States and is one of the Corps' eight regional commands. The Division includes four operating districts headquartered in Albuquerque, Los Angeles, Sacramento, and San Francisco.
Mr. Moreno serves as a principal advisor to the SPD Commanding General and Directors on matters of Engineering and Construction and provides executive leadership and direction for the Division and its four subordinate districts. Mr. Moreno serves as the SPD Dam and Levee Safety Officer and is also the CP-18 Career Program Activity Career Program Manager. Mr. Moreno, together with a team of 7 engineering and construction Professionals in the BTD, provides technical advice and direction on all regional engineering and construction challenges. Technical challenges revolve around the balance between water and ecosystem management for safety, flood risk reduction and navigation. SPD overseas 46 dams and reservoirs, 27 federal ports and harbors, 2,290 miles of federal levees, and 211 recreation areas at 33 lake and river sites in an arid region with more than 300 threatened or endangered species.
Tulare Irrigation District
Mr. Fukuda began his career as the District Engineer with Tulare Irrigation District in May 2006. Mr. Fukuda
is in charge of overseeing the engineering services for the District including design and implementation of District projects. Mr. Fukuda has also been involved in securing grant funds and administering grant projects within the District and with partners throughout the hydrologic basin. Lastly, Mr. Fukuda monitors the myriad
of regulations the District faces to ensure that the functions of the District are in compliance with State and Federal regulations.
Tulare County Farm Bureau
Tricia Stever Blattler serves as the Executive Director of the Tulare County Farm Bureau. In her role she oversees the day-to-day operations of the Farm Bureau, a non-profit membership driven agricultural organization. She manages public relations, education, outreach, and advocacy roles in the organization and works with government agencies, community leaders, elected officials, media, members, students, and the public at large. Tricia serves as a media spokesperson on agriculture issues, and works on a number of community partnerships, fostering collaboration with agricultural organizations, engaging in political action, advocating for responsible laws and regulations that impact agriculture, and seeking to improve the business climate for farms and ranches in Tulare County. Tricia attended Cal Poly, San Luis Obispo and holds a Bachelors and Masters degree, and two secondary teaching credentials in Agricultural Science. She worked at the California Farm Bureau for nearly 7 years prior to her current position and has been the Tulare County executive director since 2007.
Vice President, Business Customer Division
Southern California Edison
Mike Marelli is vice president of the Business Customer Division at Southern California Edison (SCE). He is responsible for overseeing SCE’s relationships with its major industrial, commercial and governmental customers. In addition, he is responsible for leading cross functional initiatives including outage communication improvement efforts, streetlight strategies and efforts to stimulate business development.
Marelli joined SCE in 2004 and has more than 25 years of experience in the energy industry in a variety of leadership roles in engineering, marketing, business development, wholesale energy markets and regulatory affairs.
Previously, Marelli was director of Strategic Planning at Edison International, leading the development of the company’s fiber strategy. In the regulatory group, he was the director of SCE’s General Rate Case (GRC), leading the development and presentation of the 2015 GRC through the extensive review and approval process at the California Public Utilities Commission. Prior to that, Marelli was director of Risk Control overseeing SCE’s Enterprise Risk Management Program and Energy Procurement Risk Management activities. He has also served in various Power Procurement roles at SCE, responsible for overseeing the negotiation and management of both renewable power purchase agreements and conventional power products for the company’s bundled customer power portfolio.
Before joining SCE, Marelli spent several years at Sempra International developing new businesses, including greenfield natural gas distribution companies. He worked four years in management consulting at PA Consulting Group, providing clients solutions to manage business challenges in the wholesale energy markets. Marelli has also worked for the Southern California Gas Company introducing new technologies to the market and securing new business opportunities.
Marelli earned a Bachelor of Science degree in Mechanical and Aeronautical engineering from the University of California at Davis, and is a registered Professional Engineer in the State of California.

Southern California Edison
Thomas Tseng is the manager of the Energy Education Center in Tulare. With a strong interest and background in Demand Side Management (DSM) and renewable energy, he is involved in several SCE initiatives to advance DSM offerings to meet future demands. His current focus is on the water issues in California and how SCE can help mitigate those issues. Thomas is a licensed mechanical and electrical professional engineer (PE) and a certified energy manager (CEM) as well as member of ASHRAE, IEEE, and AEE.

Russ Johnson is a manager in the Business Customer Division of Southern California Edison. He holds a Bachelor of Science Degree in Computer Science. Russ manages an account management team who assist customers primarily out of the San Joaquin Valley and a pump test team serving half of SCE’s 50,000 square miles of service territory. Russ has worked at SCE in various capacities including Meter Testing, Account Management, Pump Testing, Technical Specialist, Manager of EEC Technical Services, and now in his current role where he has been for the last six years. Russ also serves as SCE’s Business Customer Division main point of contact for the California Farm Bureau Federation and the Agricultural Energy Consumer Association.

Alicia Kilgore is the Manager of the AG & Food Processing Sector for Pacific Gas & Electric. Her account management team assists AG customers throughout PG&E’s service territory. Their primary goals are to provide energy efficiency solutions and incentives, increase customer satisfaction, and ensure we meet the needs of the AG Sector into the future. Alicia has a 10-year PG&E career that spans roles ranging from Business Customer Field Representative, AG/Food Processing Account Manager to a variety of leader roles within the Fresno Division and Ag & Institutional Sectors. A graduate of California State University Fresno, with a degree in Business Management, Alicia has always been engaged within the Ag Community in some shape or form. She has represented PG&E within the Ag community for the last several years, leading many industry related events with our local farm bureaus, State Wide Farm Bureau, the World AG Expo, and Future Farmers of America.

Justin Witte is a Senior Customer Relationship Manager specialized in Agriculture and Food Processing for Pacific Gas & Electric (PG&E). He holds a Bachelor of Arts in Public Administration and a Master’s in Business Administration. Justin delivers the energy and service goals for a diverse group of customers within PG&E’s 70,000-square-mile service territory in northern California. Justin has been with PG&E since 2012, holding positions in the Business Service Center, Agriculture Service Center and a Trainer. He completed the Fresno County Farm Bureau, Future Advocates for Agriculture Concerned about Tomorrow Program in 2016. Justin also serves as the lead for the PG&E Pavilion at the World Ag Expo.
